I haven't got any idea what your landlord is like but the way your neighbours are acting isn't something you should have to live with. I have a sneaky suspicion that telling them off isn't going to help; sounds like it's just that kind of people (the Aussie student we had living here last spring was like that), so my bet is that they'll be evicted at some point if this continues. Too bad because I don't like the idea of having people evicted, but the rest of you shouldn't have to put up with this.
The landlord of course needs to be notified, the more people making it clear that they don't appreciate what's going on, the sooner something happens. Hopefully they'll simply calm down.
Last night someone in this complex had a very loud party, the same kind your neighbours seem to have (the thumping of the base was heard 50 yards through the walls and floors to us), and in the wee hours of morning the hooligan choir decided it was time for a concert. As the party broke up a bunch of guys decided that chanting/howling something inarticulate was a very good way of continuing to keep spirits up. For 40 minutes. Then you could hear them (still howling) walk in to the town centre. I swear, they were heard over half the town. I still heard them 500 yards off down by the train station one hour later.
Parties is one thing, that display of poor behaviour is another. I was contemplating calling Old Bill but since they were about to leave I didn't. Had I known their pace was slow enough for a snail to overtake them, I definitely would have called. They woke up the whole town area, not just our complex. If it happens again I will call both the police and the landlord because that's just completely unacceptable.
I hope they lost their voices. That would serve them right.
